A URL decoder turns percent escapes such as percent twenty back into the characters they represent. Malformed escapes are left as they are, so decoding never loses data.

- What happens to a broken escape?
- It is left untouched. Decoding never throws, because the usual case is inspecting a value that is already malformed.
- Should I turn on plus-to-space?
- Yes for query string values, since a plus there means a space. Turn it off for path segments, where it is a literal plus.
- Does it decode UTF-8 correctly?
- Yes. Multi-byte escapes such as an accented letter or an emoji come back as the original character.
